Born in Southsea, England, in 1960, he studied Illustration and Graphic Design at the University of Southampton's Faculty of Art and Design. He began his creative career in London as a freelance illustrator, contributing to a wide range of editorial and commercial publications before transitioning to painting full-time.

In 2004, Balding relocated to the South of France, where he continues to live and work. His artistic practice is rooted in traditional oil painting techniques, with a focus on tonalism. He typically employs a limited palette of five or six harmonised tones, often mid to dark in value, creating a cohesive atmosphere across his compositions. His work is executed alla prima-wet-in-wet and direct-often completed in two or three days, allowing spontaneity and fluidity to guide the process.

Balding's paintings are known for their suggestive storytelling. Scenes often depict figures engaged in subtle gestures or quiet moments, inviting viewers to imagine the context and narrative.
